Project Manager (Civil Engineer - Port and Infrastructure)



About the Project:

We are seeking an experienced and highly skilled Project Manager with a strong civil engineering background, particularly in port and marine infrastructure, to lead a large-scale construction project. The primary focus will be on the construction of a breakwater, dredging of a channel and basin involving excavation, and overseeing the operational phase of the infrastructure post-inauguration.
This senior role involves working closely with the Chinese Project Manager, who will oversee internal project functions, while you will focus on managing external relations, stakeholder engagement, and driving project development in line with key stakeholders' requirements.




Key Responsibilities:

  • Stakeholder Management: Act as the primary liaison with external stakeholders including local authorities, regulatory bodies, contractors, and clients to ensure the project's objectives are aligned with their expectations.
  • Project Coordination: Collaborate with the internal Chinese Project Manager to streamline communication and project execution. Ensure a smooth flow of information between the internal team and external stakeholders.
  • Project Development: Manage the project's external progress, ensuring timelines, budgets, and quality standards are met. Coordinate with various contractors, engineers, and consultants to ensure seamless project execution.
  • Technical Oversight: Provide technical guidance on the construction of the breakwater, dredging operations, and all associated marine infrastructure. Ensure compliance with engineering standards and environmental regulations.
  • Risk Management: Identify and mitigate project risks, particularly those related to construction challenges, stakeholder concerns, and environmental impacts. Proactively resolve issues to maintain project progress.
  • Budget and Schedule Control: Monitor the project's financial and operational performance. Ensure the project stays within budget and is delivered on time.
  • Operations Oversight: Lead the transition of the project from construction to operational readiness, ensuring that all systems and processes are in place for efficient operation post-inauguration.
  • Compliance: Ensure the project adheres to international and local construction and environmental regulations, with a particular focus on marine and port infrastructure standards.



Required Qualifications:

  • Education: Bachelor's or Master's degree in Civil Engineering, Marine Engineering, or a related field.
  • Experience: Minimum of 25 years of experience in project management, particularly in large-scale marine infrastructure, port development, or related construction projects.
  • Technical Expertise: Deep understanding of marine engineering, dredging operations, breakwater construction, and port infrastructure.
  • Stakeholder Management: Proven track record of managing complex relationships with external stakeholders in infrastructure projects.
  • Coordination Skills: Experience working on international projects, with the ability to coordinate across diverse teams, including working closely with a Chinese project management team.
  • Leadership: Strong leadership and organizational skills, with the ability to manage multiple tasks and priorities.
  • Communication Skills: Excellent verbal and written communication skills, with fluency in English. Proficiency in Mandarin would be advantageous but not required.
  • Problem Solving: Strong analytical and problem-solving skills, with the ability to foresee project risks and act proactively to mitigate them.



Preferred Qualifications:

  • Experience in large-scale dredging or marine construction projects, especially those with complex logistical challenges.
  • Familiarity with environmental regulations related to port construction and dredging operations.
  • Prior experience in projects that transitioned into operational phases post-construction.
